PE stamp in Alaska: State Fire Marshal review, deferred cities, and branch seals
Alaska commercial plans go to the State Fire Marshal or a deferred local jurisdiction. Engineering seals carry the branch identifier, and each final sheet is signed and dated.

The State Board of Registration for Architects, Engineers, and Land Surveyors (AELS) registers engineers by branch under AS 08.48 and 12 AAC 36. AS 08.48.221 requires a registrant who issues final drawings, specifications, reports, or similar documents to stamp them with the seal and sign the seal. Board guidance adds that each sheet of final drawings approved for construction bears the signed and dated seal of the responsible design professional. A registrant seals only work done under their direct professional knowledge and direct supervisory control. The project address controls the license.
The state building code also reaches work built elsewhere. Under the State Fire Marshal’s amendment to IBC Section 104.2, plans for construction occurring out of state or manufactured off site are sealed by an Alaska registrant of the appropriate discipline and reviewed before the structure is placed on its foundation. That covers modular buildings and skids shipped north. AllInStamp matches an Alaska registrant in the right branch and verifies the registration before sealing.
The State Fire Marshal, Anchorage, and other deferred jurisdictions
The Division of Fire and Life Safety, in the Department of Public Safety, acts as the State Building Official. Under 13 AAC 50.020 it adopts the 2021 International Building Code with Alaska amendments. Construction, remodels, additions, changes of occupancy, and fuel tank work on regulated buildings are approved by the State Fire Marshal before work begins, with plans submitted through the division’s Community Portal.
Communities with a deferral review plans locally. The list includes Anchorage, Juneau, Fairbanks, Palmer, Kenai, Ketchikan, Seward, Kodiak, Sitka, Soldotna, the University of Alaska Fairbanks, and the Central Mat-Su fire service area. Anchorage adopts its own code editions in Title 23 of the municipal code, and permits and plan review are mandatory inside the Anchorage Building Safety Service Area. Seismic design, frost depth, snow load, and permafrost all drive the structural notes. Name the receiving office.
The seal under 12 AAC 36.180 and 36.185
The engineering seal follows the board’s design, or a substantially similar electronic version, and carries the two-character branch identifier authorized by the board before the license number. Only the numeric part of the license number appears. Seals must be large enough that the text is legible. Each time the registrant signs and seals a document, the date goes within the seal or within two inches of it, entered by hand or electronically.
The seal is validated either by an original handwritten signature over each seal or by an electronic image of the handwritten signature placed directly over each seal together with a digital signature. That digital signature must be unique to the registrant, capable of verification, under the registrant’s exclusive control, and invalidated if the document changes. Sealed documents also show the business name, physical address, and telephone number, the project name and location, and the certificate of authorization number if one applies.
How to get an Alaska set sealed
Upload the PDF plan set and calculations, name the receiving office, and say whether the project is in a deferred jurisdiction or goes to the State Fire Marshal. Include frost depth, ground snow load, seismic criteria, and any permafrost or geotechnical report the design used. For modular or off-site construction, say where it is being built. The seal is applied only by an Alaska registrant in the right branch with direct supervisory control of the work.

FAQ
- Does Alaska plan review go to the state or the city?
- Both, depending on location. The State Fire Marshal reviews regulated construction unless the community has a deferral. Anchorage, Juneau, Fairbanks, and the other deferred jurisdictions review plans locally.
- Do modular buildings built outside Alaska need an Alaska seal?
- Yes. The state’s IBC amendment requires plans for construction occurring out of state or manufactured off site to be sealed by an Alaska registrant of the appropriate discipline and reviewed before the structure is placed on its foundation.
- Can a PE licensed in another state stamp Alaska drawings?
- No. Alaska drawings are sealed by an Alaska registrant. Engineers licensed elsewhere apply to AELS for registration by comity, which includes completing a board-approved arctic engineering course under 12 AAC 36.110. AllInStamp routes Alaska jobs to Alaska registrants.
