When a North Carolina PE stamp is required

The North Carolina Board of Examiners for Engineers and Surveyors (NCBELS) licenses Professional Engineers under G.S. 89C. Counties and cities enforce the North Carolina State Building Code. Charlotte-Mecklenburg, Raleigh, Durham, Wake County, Greensboro, and the coastal counties each publish their own checklists. The project address controls the license.

The administrative code withholds a permit until construction documents bear a North Carolina design-professional seal where the General Statutes or NCBELS require one. Architecture has its own size and cost exemptions under G.S. 83A-13. Those exemptions do not authorize unlicensed engineering. Structural design, a non-prescriptive foundation, and MEP the technical code treats as engineering can still require a North Carolina PE. If the inspections office has already asked for a seal, upload that comment with the drawings.

What 21 NCAC 56 .1103 requires on the sheets

Final engineering drawings are certified on every sheet. The seal may be a rubber stamp, an embossed seal, or a computer-generated facsimile that becomes a permanent part of the sheet. The licensee’s written signature is placed over or adjacent to the seal, and the date of signing is marked on the original. A facsimile signature is not acceptable on that original. The firm’s name, address, and license number appear on each engineering sheet.

A revision after certification is described and dated. If the revision is not made under the responsible charge of the same licensee, the new licensee certifies it separately. Specifications, reports, and calculations follow the same certification rule unless a stated exception applies.

Digital signatures on electronically transmitted sets

When documents are transmitted beyond the licensee’s direct control, 21 NCAC 56 .1103 requires a digital signature unless the seal is removed and the file is marked as not a certified document. A valid digital signature is unique to the licensee, capable of verification, under the licensee’s exclusive control, and invalidated if the document changes. The authentication has to run in a secure mode.

A scan of an already-signed hard copy is not the same case as an editable CAD file. Name the portal—Charlotte-Mecklenburg, Raleigh, a coastal county, or another office—so the engineer uses the workflow that department will file.

Piedmont departments versus the coast

Charlotte, Raleigh, Durham, and the Triad often comment on occupancy, deferred truss packages, special inspections, and sheets that do not match the calculation set. Coastal counties and the Outer Banks add high-wind design criteria and flood-zone notes under the North Carolina code. Say so when the site is in a high-wind or flood zone.

There is no single statewide permit portal. A complete sheet index, the project address, and the code edition the county has adopted shorten plan review. Missing calculations or an unsealed engineering sheet are common correction notices.

How to get a North Carolina set sealed

Upload the PDF plan set and calculations, and note the county or city and whether this is a first submittal or a comment response. Out-of-state or shop drawings can be reviewed. The seal is applied only by a North Carolina licensee who takes responsible charge of the work, with the firm identification the rule requires on each engineering sheet.

FAQ

Is a small commercial building in North Carolina exempt from a PE seal?
Some small commercial projects are exempt from an architectural seal under G.S. 83A-13. That statute does not exempt engineering the building code or NCBELS still treats as the practice of engineering. Confirm with the local inspections office, or send the checklist with your upload.
Can a PE licensed in another state stamp North Carolina drawings?
No. Engineering used for a North Carolina permit needs an active NCBELS license. AllInStamp assigns a North Carolina PE and verifies the license before sealing.
Does every sheet need the firm name and license number?
Yes. 21 NCAC 56 .1103 requires the firm’s name, address, and license number on each sheet of engineering drawings, along with the licensee’s seal, signature, and date.
