When an Idaho PE stamp is required

The Idaho Board of Licensure of Professional Engineers and Professional Land Surveyors (IPELS), administered through the Division of Occupational and Professional Licenses, licenses engineers under Title 54, Chapter 12. Idaho Code 54-1215 requires the seal, signature, and date on all final specifications, reports, drawings, plans, design information, and calculations whenever they are presented to a client or a public agency. The board’s guidance adds that a final work product is sealed even if it is preliminary in nature. The project address controls the license.

Typical triggers include commercial structure, tenant work that changes a load path, non-prescriptive residential framing and foundations, retaining walls, and MEP designs the building official will not accept unsigned. In-process plans submitted for review that are clearly marked and dated do not need a seal. AllInStamp matches an Idaho-licensed PE and verifies the license before sealing.

The Idaho Building Code Board and local building departments

The Idaho Building Code Board adopts the International Building Code and the Idaho residential code by rule in IDAPA 24.39.30. The rule text effective July 1, 2024 adopts the 2018 IBC and 2018 IRC with Idaho amendments, plus mass timber provisions from the 2021 IBC. A pending rule to move to the 2024 codes went to the 2026 Legislature for review. Confirm the edition with the receiving office before the calculations are finalized.

Under Idaho Code 39-4116, local governments that issue building permits adopt the board’s codes by ordinance effective January 1 of the year after board adoption, and they may not adopt later residential code editions the board has not adopted. City and county building departments, including Boise and the Treasure Valley cities, run their own plan review and checklists. The state division inspects public buildings and school buildings. Mountain sites carry heavy snow and parts of the state are seismically active, so list the design loads on the structural notes.

The seal and signature under Idaho Code 54-1215

The board determines the seal design, and seals prepared and approved before July 1, 2008 remain valid. The seal may be a rubber stamp, a crimp, or an electronically generated image. Whenever the seal is applied, the licensee’s signature and date go adjacent to or across it. Each plan or drawing sheet is sealed, signed, and dated by the licensee responsible for that sheet. Only the title page of reports, specifications, and similar documents needs the seal and signature. The seal, signature, and date must reproduce when the original is copied.

Since July 1, 2022 the statute no longer defines “signature,” so any legally valid form is accepted. The board lists a wet signature over a stamp, a facsimile signature image over an electronic stamp, and a digital signature over an electronic stamp as examples. Copies of electronic originals issued for bidding or as working copies may carry the seal with “Original Signed By:” and “Date Original Signed:” beside it and the storage location of the original.

How to get an Idaho set sealed

Upload the PDF plan set and calculations, name the city or county, and say which code edition that office is enforcing. Include the ground snow load, seismic criteria, and any geotechnical report the design used. Out-of-state drawings can be reviewed, and the seal is applied only by an Idaho licensee who takes responsible charge of the work.

FAQ

Does every sheet of an Idaho plan set need a seal?
Yes. Idaho Code 54-1215 requires each plan or drawing sheet to be sealed, signed, and dated by the licensee responsible for it. Reports and specifications need the seal and signature only on the title page.
Does Idaho accept digital signatures on sealed PDFs?
Yes. Since 2022 the statute accepts any legally valid signature. The board lists a digital signature or a facsimile signature image applied adjacent to or over an electronically generated seal as examples, along with the date.
Can a PE licensed in another state stamp Idaho drawings?
No. Idaho permit work is sealed by an Idaho licensee. Engineers licensed elsewhere apply to IPELS for licensure by comity, and the board evaluates experience, examination, and education. AllInStamp routes Idaho jobs to Idaho licensees.
