PE stamp in Virginia: the USBC, local building departments, and electronic seals
Virginia uses one statewide building code, enforced by local building departments. Sealed engineering needs a Virginia PE and a seal the APELSCIDLA Board will accept.

The Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers and Landscape Architects, under the Department of Professional and Occupational Regulation, licenses Professional Engineers. Local building departments enforce the Virginia Uniform Statewide Building Code, adopted by the Department of Housing and Community Development. The 2021 edition of the USBC, which incorporates the 2021 International Building Code and companion I-codes, took effect January 18, 2024. The project address controls the license.
Code of Virginia § 54.1-402 exempts some building types and sizes from a requirement to use a licensed design professional. Those exemptions do not authorize unlicensed engineering when the USBC or the Board still treats the work as the practice of engineering. If the building official has asked for a seal, upload that comment with the drawings. AllInStamp matches a Virginia-licensed PE and verifies the license before sealing.
Local building departments and state projects
Fairfax, Arlington, Loudoun, Alexandria, Richmond, Norfolk, and Virginia Beach each run their own portal against the same USBC. Amendments are limited. The checklist, sheet-size habit, and e-plan file rules still change by office. Name the locality, and say whether this is a first submittal or a comment response.
Buildings owned or leased by the Commonwealth are reviewed by the Department of General Services, Division of Engineering and Buildings, rather than the local building official. State electronic submittals need searchable text, and document security has to leave the file open so reviewers can mark it up. A locked certificate signature that blocks markup is a common rejection on that path. Say so if the client is a state agency.
Transportation and infrastructure work can add requirements from agencies such as the Virginia Department of Transportation. A new entrance, utility, or other work in a VDOT right-of-way needs a VDOT land use permit, which is separate from the local building permit. Note it in the quote if the site plan touches a state road.
Electronic seals under 18VAC10-20-760
The seal, signature, and date go on the cover and on each sheet of drawings prepared by the professional or under the professional’s supervision. An electronic seal, signature, and date may stand in for an original when the mark is a unique identification of the professional, it is verifiable, and it stays under the professional’s direct control. The Board’s seal design is two inches in diameter.
Work a Virginia licensee performs is sealed even when a statutory exemption might have allowed an unlicensed person to prepare it. Tell us whether the locality wants the electronic workflow or wet ink on the approved set kept at the site.
Northern Virginia versus the coast
Northern Virginia comments often turn on occupancy, deferred trusses, special inspections, and a sheet index that matches the portal. Coastal and Chesapeake Bay localities add flood zone, design flood elevation, and wind criteria. Put those values on the structural notes when they apply.
There is no single city permit portal for the state. A complete sheet index, the project address, and the USBC edition on the application shorten plan review.
How to get a Virginia set sealed
Upload the PDF plan set and calculations, and note the locality. Include the comment letter on a resubmittal. Out-of-state drawings can be reviewed. The seal is applied only by a Virginia licensee who takes responsible charge of the work.
Start a new quote with Virginia prefilled. Intake typically responds within 24–48 hours. Stamp turnaround then follows page count and whether rush service is selected.
FAQ
- Is a small commercial building in Virginia exempt from a PE seal?
- Some projects are exempt from a licensed design professional under Code of Virginia § 54.1-402. Structural design and other engineering the USBC requires a PE to seal still need a Virginia license. Confirm with the local building official, or send the checklist with your upload.
- Can a PE licensed in another state stamp Virginia drawings?
- No. Virginia permit work needs an active Virginia PE license. AllInStamp assigns a Virginia-licensed engineer and verifies the license before sealing.
- Does a local permit follow the same rules as a state-owned building?
- Local building departments enforce the USBC. Commonwealth projects are reviewed by DGS Division of Engineering and Buildings and have their own electronic-file rules. Identify which path the job is on.
