When an Arizona PE stamp is required

The Arizona State Board of Technical Registration licenses Professional Engineers under A.R.S. Title 32, Chapter 1. Private construction is not reviewed by one statewide building department. Phoenix Planning and Development, Tucson, Mesa, Scottsdale, Chandler, Maricopa County, and Pima County adopt ICC codes with local amendments and run their own plan review. An out-of-state PE cannot seal an Arizona permit set.

Typical triggers include commercial structure, tenant improvements that alter structure or life safety, non-prescriptive residential work (including many post-tensioned slabs), retaining walls, and MEP the city requires a registrant to seal. AllInStamp matches an Arizona-registered PE and verifies the registration before any seal is applied.

How to seal under R4-30-304

A registrant signs, dates, and seals professional documents before they go to a client, contractor, or review body, unless the sheet is marked preliminary, draft, or not for construction. The seal is an original imprint or a computer-generated seal that matches the seal on file with the Board. Beneath the seal, the sheet shows the day, month, and year the current registration expires. The signature stays legible and does not obscure the registration number.

An electronic signature is acceptable when it meets Arizona’s security statutes and the registrant keeps control of the seal and signature. An electronic copy that is not itself a sealed original is marked to say the sealed original is with the named registrant and registration number. Other transfer methods are not a substitute for that seal.

Phoenix, Tucson, and Valley electronic plan review

Phoenix electronic plan review expects searchable vector PDFs, consistent title blocks, and a clear area on the cover—about 4 by 4 inches in the lower right—for the city’s approval stamp. Phoenix asks registrants to place the seal and signature as scanned graphic images. A certificate-style digital signature that locks the PDF delays review because the city cannot apply its stamp. File names should match the sheet index.

Tucson, the other Valley cities, and the county departments publish different portal rules. Name the receiving department, and say whether this is a first submittal or a response to redlines. A missing calculation set or an unsealed sheet is a common correction.

Soils, slabs, and what reviewers flag

Desert metro reviews commonly flag expansive soils, caliche, post-tensioned slab notes, and special-inspection items. Seismic demand is often lower than on the West Coast. That does not make the structural sheets optional. Put the geotechnical criteria the design used on the structural notes, and include the calculation package with the upload.

When a registrant revises sheets they already sealed, Phoenix practice—following the Board—is to cloud the change and note the date, nature, and scope, rather than treat the original seal as expired. A different registrant who takes over the set seals the work they adopt. The city can still reject an older design because the adopted code has changed.

How to get an Arizona set sealed

Upload the PDF plan set and calculations with the project address, the code edition that city has adopted, and a sheet index that matches the file names. Leave room on the cover for the jurisdiction’s approval stamp if you already know the portal. Out-of-state drawings can be reviewed. The seal is applied only by an Arizona registrant who takes responsible charge of the work.

FAQ

Does Phoenix accept a certificate-style digital signature?
Phoenix plan review asks for a scanned graphic seal and signature and warns that certificate-type digital signatures lock the file and delay the permit. Other Arizona cities differ. Name the portal in your quote.
Do sealed plans expire when the PE registration expires?
A seal that was current on the day it was applied does not expire later under Board of Technical Registration policy, and Phoenix follows that position. The city can still refuse an old set because the code it was designed under is no longer the adopted code.
Can AllInStamp review drawings prepared out of state?
Yes. An Arizona registrant can review calculations and drawings prepared elsewhere and seal the work they take responsible charge of. A license from another state is not a substitute for Arizona registration.
