When a South Carolina PE stamp is required

The Board of Registration for Professional Engineers and Surveyors, in the Department of Labor, Licensing and Regulation, licenses Professional Engineers under Chapter 40-22. Plans, specifications, and reports prepared by a licensee, or under the licensee’s direct supervision, are stamped with the seal when they are filed with public authorities during the life of the certificate. The building official refuses a permit when the statute requires an engineer’s seal and the applicant has not shown that the documents were prepared by a South Carolina licensee or are exempt. The project address controls the license.

AllInStamp matches a South Carolina-licensed PE and verifies the license before sealing. If the county has already asked for a seal, upload that comment with the drawings.

The 2021 codes, and the 2024 codes that start in 2027

The Building Codes Council adopted the 2021 South Carolina codes, including the 2021 International Building Code with Council modifications, effective January 1, 2023. Counties and municipalities enforce those mandatory codes. A local amendment is valid only when the Council has authorized it and the jurisdiction has adopted it by ordinance. The Council adopted the 2024 code package on August 26, 2025, with a local implementation date of January 1, 2027. Until that date, a current permit application is on the 2021 cycle unless the jurisdiction’s own authorized modification says otherwise.

Charleston, Horry, Beaufort, and other coastal counties apply wind-design criteria from the Council’s wind provisions. The local official may delineate the wind category inside the jurisdiction only within the limits of the published maps. Put ultimate design wind speed, exposure, and risk category on the structural notes for a coastal site. A Columbia filing does not carry the same wind schedule as a Myrtle Beach filing.

Individual seal, firm seal, and digital signatures

Regulation 49-207 requires an individual seal at least 1-1/2 inches in diameter, with the license number in the center. Engineers licensed after July 1, 2001 use “Licensed Professional Engineer.” Licenses issued before that date may use “Registered Professional Engineer.” A rubber stamp, a raised embossed seal, or a computer-generated seal of the same design may be used. The signature and the date go under or across the face of the seal and past its circumference, without covering the name or the number. Each sheet of design or construction drawings is sealed and signed by the licensee in responsible charge. A bound volume of specifications may be sealed on the title or index sheet when that sheet identifies the contents.

When the work is offered through a firm, the documents also carry the firm’s certificate of authorization seal. A computer-generated seal left on an editable file that is emailed without a proper signature is not a certified document. The regulation tells the licensee to remove that seal and to mark the file as originally issued and sealed, with the electronic media not certified. A digital signature that embeds a digital certificate LLR can verify independently is the method the board’s current electronic-plan practice accepts. How to get a South Carolina set sealed

Upload the PDF plan set and calculations, and note the county or city and whether the site is in a high-wind jurisdiction. Include the firm of record so the certificate of authorization seal can be applied when the practice is through a firm. Out-of-state drawings can be reviewed. The seal is applied only by a South Carolina licensee in responsible charge.

FAQ

Are South Carolina cities already on the 2024 building code?
The 2024 package was adopted in August 2025 with an implementation date of January 1, 2027. Permits filed before that date use the 2021 South Carolina codes unless a Council-authorized local modification applies.
Does a firm need its own seal on the drawings?
Yes, when the engineering is provided through a firm. The sheets carry the individual licensee’s seal and signature and the firm’s certificate of authorization seal.
Can a PE licensed in another state stamp South Carolina drawings?
No. Documents filed with a South Carolina building official that require an engineer’s seal are prepared by a licensee under Chapter 40-22. AllInStamp routes South Carolina jobs to South Carolina licensees.
