PE stamp in Illinois: structural engineering is a separate license
Illinois licenses Professional Engineers and Structural Engineers separately. Structural design, including foundations and retaining walls, needs an Illinois SE.

The Illinois Department of Financial and Professional Regulation licenses Professional Engineers under the Professional Engineering Practice Act and Structural Engineers under a separate Structural Engineering Practice Act. There is no statewide building code for ordinary private work. Chicago enforces the Chicago Construction Codes. Suburbs and counties adopt ICC codes on their own cycles. The project address controls the license.
Typical triggers include commercial MEP and civil work that a building department will not accept unsigned, and any structural design. AllInStamp matches an Illinois licensee for the discipline on the sheets and verifies the license before a seal is applied.
Professional Engineer versus Structural Engineer
Illinois does not let one license cover the other. A Professional Engineer may practice engineering within their competence, and may not offer or perform structural engineering. A Structural Engineer may not offer professional engineering services. IDFPR describes structural services as including bridges, columns, girders, foundations, wind and seismic load calculations, retaining walls of any height, towers, trusses, and structures whether permanent or temporary.
Say in the quote whether the set is structural, another discipline, or both. A structural sheet sealed only by an Illinois PE is the comment that stops a permit. Chicago Municipal Code requires plans that design or change the supporting structure, or that materially affect structural loadings, to be signed and sealed by an Illinois architect or Structural Engineer.
Chicago Department of Buildings versus the rest of the state
Chicago reviews through the Department of Buildings. The permit application itself distinguishes work that changes structure, egress, or structural loading from other engineering. Digital, electronic, and facsimile signatures and seals are acceptable on that application when the signer’s records can show the signature is authentic. Put “Chicago” and the address in the quote so the set is not treated as a suburban ICC submittal.
Outside the city, each municipality publishes its own checklist and code edition. A missing calculation set, an expired license date, or a firm name with no individual seal are common correction notices. Name the village, city, or county.
Seal, signature, and design firm registration
Under 68 Ill. Adm. Code 1380.295, a PE seal may be computer-generated and must show the name, the license number, and the words “Licensed Professional Engineer of Illinois.” The Structural Engineer seal under 68 Ill. Adm. Code 1480.145 uses “Licensed Structural Engineer State of Illinois.” The licensee’s signature, the date of signing, and the license expiration date sit adjacent to the seal. The signature may be handwritten, a scan of a document that already bears an original signature, or computer-generated. A sheet that shows only a firm name, with no individual licensee, is an invalid seal.
Firms that offer professional engineering or structural engineering in Illinois register with IDFPR as a Professional Design Firm. Technical submissions carry the firm’s business name and design firm registration number in addition to the individual seal. Include the firm of record in the quote.
How to get an Illinois set sealed
Upload the PDF plan set and calculations, and state whether the work is structural. Note the jurisdiction and the code edition that office has adopted. Out-of-state drawings can be reviewed. The seal is applied only by the Illinois licensee who takes responsible charge of that discipline.
Start a new quote with Illinois prefilled. Intake typically responds within 24–48 hours. Stamp turnaround then follows page count and whether rush service is selected.
FAQ
- Can an Illinois PE seal structural drawings?
- No. Structural engineering in Illinois requires a separate Structural Engineer license. Foundations, retaining walls, trusses, and wind or seismic load calculations are structural services. AllInStamp routes that work to an Illinois SE.
- Does a Chicago permit accept a digital seal?
- Yes. Chicago accepts digital, electronic, and facsimile signatures and seals on the building permit application. The signer has to be able to show the signature is authentic. Suburban portals differ, so name the municipality.
- Does the firm need an Illinois design firm number on the sheets?
- Technical submissions from a professional engineering or structural engineering firm need the firm’s business name and IDFPR design firm registration number, plus the individual licensee’s seal, signature, date, and license expiration date.
