PE stamp in California: what AHJs actually review
California building departments expect a California-licensed PE on regulated structural, civil, and MEP work. Many projects also need Title 24 documentation, depending on scope and the AHJ.

Start new quoteWhen a California PE stamp is required
A California Professional Engineer seal certifies that drawings or calculations were prepared or thoroughly reviewed under a PE’s responsible charge, licensed by the Board for Professional Engineers, Land Surveyors, and Geologists (BPELSG). Many cities and counties require sealed engineering documents before permit approval for structural, civil, electrical, and mechanical work that falls outside the exemptions state law allows for unlicensed design.
Your project location—not your office location—controls the license. A Texas PE cannot seal a Los Angeles permit set. AllInStamp matches a California-licensed PE to the jurisdiction on the title block before any seal is applied.
Who reviews the package (AHJ vs DSA)
Most private commercial, multifamily, and residential additions go to the local building department—Los Angeles Department of Building and Safety, San Francisco DBI, San Diego DSD, unincorporated county offices, and dozens of smaller cities. Each AHJ publishes submittal checklists, but they share the same pain points: incomplete title blocks, missing deferred-submittal notes, and uncoordinated disciplines.
Public schools, community colleges, and some state projects route through the Division of the State Architect (DSA) instead of (or in addition to) the city. DSA has its own forms, accessibility review, and structural criteria. Say so in your quote if the job is DSA, OSHPD/HCAI, or another state agency so intake routes correctly.
Title 24 and energy documentation
California’s Building Standards Code (Title 24) includes energy (Part 6), CALGreen, and accessibility requirements that many out-of-state teams forget. Those compliance areas are often documented by different people, and a PE seal on one discipline does not make that engineer responsible for the whole Title 24 package. A structural-only stamp will not satisfy an AHJ that also wants signed energy forms, T-24 compliance documents, or a responsible person listed for CALGreen.
Before you upload: confirm the code cycle the city has adopted, attach energy forms if they exist, and note whether this is a first submittal or a resubmittal answering prior comments. Cleaner packages get through plan check faster.
Digital seals vs wet stamps
Many California AHJs accept electronically signed and sealed PDFs when they comply with BPELSG requirements for electronic seals and signatures. Some smaller departments and certain close-out documents still want wet stamps or original signatures on Mylar. Tell us the receiving department in the quote so the engineer uses the workflow the city will actually file.
License verification happens before every AllInStamp seal. We do not apply a California stamp unless the assigned PE’s license is active for the work being permitted.
How to get faster plan approval in California
Separate disciplines when the city requires it (structural vs architectural vs MEP). Fill every title-block field: project address, APN if used, occupancy, construction type, sheet index, and the PE’s name as it appears on the license. Include calculations for structural and, where required, lateral systems.
If this is a comment response, upload the city’s letter with the drawings. AllInStamp can stamp a clean set or help coordinate revisions that stay inside the original seal scope.
FAQ
- Can a PE licensed in another state stamp California drawings?
- No. Engineering documents that require a seal for a California permit need a California PE license (BPELSG). AllInStamp routes California jobs only to engineers with active California licensure.
- Do I need a PE stamp for a house addition in California?
- Often yes once the work involves structural alterations, new foundations, or MEP systems that the local building department will not accept as owner-builder or unlicensed design. Confirm with your city; we can review the set if the AHJ asks for an engineer.
- How fast can AllInStamp return a California-stamped set?
- Intake typically responds within 24–48 hours. Stamp turnaround then scales with page count and whether rush service is selected. Your live quote shows an estimated schedule before you submit.
