PE stamp in Pennsylvania: UCC review, third-party agencies, and digital seals
Pennsylvania permits expect a Pennsylvania-licensed PE, a Uniform Construction Code package, and a seal that meets the state board’s digital-signature rules.

Start new quoteWhen a Pennsylvania PE stamp is required
The State Registration Board for Professional Engineers, Land Surveyors and Geologists licenses Professional Engineers under the Engineer, Land Surveyor and Geologist Registration Law. Municipalities require that seal on commercial construction and on residential or civil work that is not a prescriptive code path. The project address controls the license: an out-of-state PE cannot seal a Philadelphia, Pittsburgh, or township permit set.
Typical triggers include commercial framing and foundations, tenant improvements that change structure, egress, or substantial MEP, non-prescriptive residential structural work, retaining walls, and designs a building code official will not accept unsigned. AllInStamp matches a Pennsylvania-licensed PE and verifies the license before any seal is applied.
Opt-in towns, third-party agencies, and Labor & Industry
Pennsylvania applies one Uniform Construction Code, and enforcement is local. Most of the state’s 2,562 municipalities opted in and review with their own staff or a certified third-party agency. In opt-out municipalities, the Department of Labor & Industry handles commercial code enforcement, and the applicant hires a certified third-party agency for residential plan review and inspections. Elevators and state-owned buildings stay with the Department regardless of the town’s election.
Philadelphia Licenses and Inspections and Pittsburgh’s permit office run their own portals on top of the UCC. Name the municipality, and say whether a township building code official, a third-party agency, or Labor & Industry is the reviewer. Upload the comment or denial letter on a resubmittal—the UCC expects written reasons tied to code sections.
Which code cycle the UCC is enforcing
The UCC adopts International Code Council codes with Pennsylvania amendments chosen by the UCC Review and Advisory Council. The 2021 ICC series took effect January 1, 2026. A project already under contract or permit may still be reviewed on the prior cycle. Put the edition the building code official is enforcing on the cover, including energy forms when the municipality asks for them.
Accessibility plan examination can sit with a separately certified accessibility inspector even when the town enforces the rest of the code. A structural seal does not replace that review. Flag accessibility comments in the quote so intake does not treat them as part of the stamp scope.
Digital signature and seal (49 Pa. Code §§ 37.59 and 37.60)
Board rules effective December 17, 2022 allow a seal that is impressed, stamped, or digital. On a final document the first page carries the seal, and facsimile or digital seals appear on the following plan sheets. The signature sits near or across the seal without covering the registration number.
A digital signature and digital seal must be unique to the licensee, capable of verification, under the licensee’s sole control, and linked so the seal is invalidated if the document changes. A hard copy printed from that file has to show the facsimile and confirm the file was not altered after signing. Tell us whether the township, third-party agency, or city portal wants that digital workflow or wet ink.
How to get a Pennsylvania set sealed
Upload the PDF plan set and calculations, and note the municipality and the UCC cycle on the application. Separate deferred items—sprinklers, pre-engineered metal buildings, trusses—so the reviewer is not waiting on a discipline this stamp does not cover. Out-of-state shop drawings can be reviewed. The seal is applied only by a Pennsylvania licensee who takes responsible charge of the work.

FAQ
- Can a PE licensed in another state stamp Pennsylvania drawings?
- Ordinary Pennsylvania permit work needs a Pennsylvania license. The board has a temporary-permit path for a registrant of another state, and that path still uses the home-state seal plus a copy of the temporary permit. AllInStamp routes Pennsylvania jobs to engineers with active Pennsylvania licensure.
- Who reviews the plans if my township opted out of the UCC?
- Labor & Industry reviews commercial work in opt-out municipalities. Residential applicants hire a certified third-party agency. Say which office is on the application so the set matches that reviewer.
- Does the PE stamp include accessibility inspection?
- No. Accessibility plan examination can require a separate certification even in a town that enforces the rest of the UCC. Include the comment letter if that is what the municipality asked for.
