When an Ohio PE stamp is required

The State Board of Registration for Professional Engineers and Surveyors registers Professional Engineers under Ohio Revised Code Chapter 4733. Plans, specifications, reports, and other engineering work product issued by a registrant are stamped with the seal and signed and dated, or they carry a computer-generated seal with an electronic signature and date. The project address controls the registration.

The 2024 Ohio Building Code, effective March 1, 2024, requires construction documents submitted for review to bear a registered design professional’s seal, with stated exceptions. Those exceptions include one-, two-, and three-family dwellings and accessory structures, certain replacement equipment, and alterations the building official finds do not involve technical design of egress, structure, mechanical, electrical, plumbing, or fire protection. If the department has already asked for a seal, include that comment. AllInStamp matches an Ohio-registered PE and verifies the registration before sealing.

Certified building departments

Commercial permits in certified local building departments — Columbus, Cleveland, Cincinnati, Toledo, and many suburbs and counties — are reviewed locally under the Ohio Building Code. Areas without a certified department are reviewed through the Board of Building Standards process. One-, two-, and three-family dwellings follow the residential code and the residential department, which is often a different counter from commercial plan review.

A building official accepts construction documents for review and then cites a missing seal in the correction letter when the code requires one. The department does not decide whether an architect or an engineer is the right registrant. That scope sits with the registration board. Name the certified department so the set matches its portal.

The registrant’s seal and electronic signature

Ohio Administrative Code 4733-23-01 authorizes a seal bearing the registrant’s name and the legend “Registered Professional Engineer.” Affixing the seal certifies the accuracy and completeness of the sealed document, and the registrant assumes responsibility for it. The registrant safeguards the seal. No one seals a document after the certificate has expired, been suspended, or been revoked.

A computer-generated seal with an electronic signature and date needs an authentication process attached to or logically associated with the file. The electronic signature is unique to the person using it, capable of verification, under that person’s sole control, and invalidated if any data in the document changes. The registrant signs only work prepared under that registrant’s supervision and direction, with personal professional knowledge of the project.

How to get an Ohio set sealed

Upload the PDF plan set and calculations, and note the certified building department and whether the filing is under the 2024 Ohio Building Code. Include the adjudication or correction letter on a resubmittal. Out-of-state drawings can be reviewed. The seal is applied only by an Ohio registrant who takes responsibility for the work.

FAQ

Does a three-family house in Ohio need a PE seal?
The Ohio Building Code seal requirement has an exception for one-, two-, and three-family dwellings and their accessory structures. Commercial buildings, and residential work outside that exception, follow the registered-design-professional rule. If the building official has asked for a seal, send that comment with the drawings.
Can a building department reject a sealed set because it wanted an architect?
The Board of Building Standards has told building officials they do not decide which design profession seals the documents. They cite a missing seal when one is required. The registration board governs engineering scope.
Does Ohio accept an electronic PE signature?
Yes, when the electronic signature is unique to the registrant, capable of verification, under the registrant’s sole control, and invalidated if the document changes, under Ohio Administrative Code 4733-23-01.
