When a New York permit needs a PE stamp
New York building departments expect sealed drawings from a New York-licensed PE or registered architect on structural work, most commercial alterations, MEP and fire protection plans, and anything that goes beyond what a department will accept from an owner or contractor. Typical requests we see are interior alterations and tenant fit-outs, structural repairs, rooftop equipment and dunnage, retaining walls, additions, and solar installations.
The license is issued by the New York State Education Department’s Office of the Professions, and the engineer’s registration has to be current, not just the original license. AllInStamp checks the license and registration status before a set is stamped. Seal and signature rules are covered in our New York PE stamping guide.
PE stamping for NYC DOB filings
In the five boroughs, construction filings go to the NYC Department of Buildings through DOB NOW: Build. When the job is pre-filed, the applicant of record chooses either Standard Plan Examination, where a DOB plan examiner reviews the drawings, or Professional Certification, where a New York PE or RA certifies compliance and the filing skips full plan examination. Professionally certified jobs can be audited, post-approval amendments on them must also be professionally certified, and a building with a recent work-without-permit violation can be pulled back into plan review under Local Law 158 of 2017.
Tell us at intake which review type you plan to use, the borough and BIN if you have it, and whether DOB has already issued objections. That way the engineer scopes the right deliverable: sealed drawings for a standard plan exam, or a fuller code review where the PE is taking on the professional certification.
Long Island, Westchester, Buffalo, Rochester, and Albany
Outside New York City, the Uniform Fire Prevention and Building Code applies in every municipality. The Department of State’s Division of Building Standards and Codes administers it, and local building departments enforce it. Each town and village on Long Island and in Westchester runs its own building department, and state law allows cities, towns, villages, and Nassau County to adopt standards more restrictive than the Uniform Code, so two neighboring towns can ask for different things.
Buffalo, Rochester, Syracuse, Albany, and the smaller upstate cities each have their own submittal habits for sheet size, stamp placement, and digital or wet seals. Put the receiving town or city in the quote form so the stamped set matches what that office files.
NYC facade work and FISP repairs
Under the Facade Inspection & Safety Program (often called Local Law 11), owners of NYC buildings taller than six stories must have exterior walls inspected every five years. The inspection and the technical report filed in DOB NOW: Safety are done by a Qualified Exterior Wall Inspector, a New York PE or RA approved by DOB. Unsafe conditions must be repaired within 90 days unless an extension is filed.
The repairs that follow a FISP report, such as facade restoration, parapet and balcony work, and sidewalk-shed related filings, usually need their own sealed drawings and DOB permits. Upload the FISP report or DOB violation with your drawings so the engineer can match the repair scope to the conditions the inspector found.
FAQ

- Yes. NYC jobs are reviewed and stamped by a New York-licensed PE for DOB NOW: Build filings. Tell us whether the job is going through standard plan examination or professional certification so we can scope the review accordingly.
- Can an out-of-state PE stamp New York plans?
- No. Plans filed with NYC DOB or any New York building department need a PE licensed and currently registered with the New York State Education Department. AllInStamp only routes New York projects to New York-licensed engineers.
- Do you stamp facade repair drawings after a FISP inspection?
- Yes. We can review and stamp repair drawings that respond to a FISP report or DOB violation. The five-year critical examination itself has to be performed by a DOB-approved QEWI, so tell us whether you need the repair drawings, the inspection, or both.
- How do I get a New York PE stamp quote?
- Start a new quote with New York selected, upload your plan set, and the tool prices it by page count right away. Add the borough or town so we can match that department’s requirements.
