PE stamp in New Jersey: the UCC, rehab work, and digital seals
New Jersey uses one Uniform Construction Code, enforced by local construction officials. Electronic filings need a digital PE seal, and the job-site set still needs a seal the licensing rules accept.

The State Board of Professional Engineers and Land Surveyors licenses Professional Engineers. The Department of Community Affairs adopts the Uniform Construction Code, and municipal construction officials enforce it. Towns do not adopt their own building-code amendments. The project address controls the license. A New York PE cannot seal a Jersey City, Newark, or shore permit set.
Typical triggers include new commercial structure, tenant work that changes structure or egress, non-prescriptive residential structural changes, and MEP the construction official will not accept unsigned. AllInStamp matches a New Jersey-licensed PE and verifies the license before sealing.
The 2024 I-codes and the Rehabilitation Subcode
DCA adopted the 2024 International Codes, with New Jersey amendments, as the UCC subcodes effective August 17, 2026. Projects submitted on or after that date use the 2024 editions. The prior cycle was the 2021 I-codes, adopted in September 2022. Put the edition named on the permit application on the cover sheet. The Barrier Free Subcode follows Chapter 11 of the adopted IBC with New Jersey amendments and is not covered by a structural seal alone.
Work in existing buildings is often reviewed under the Rehabilitation Subcode, N.J.A.C. 5:23-6, rather than as if the whole building were new construction. The construction official classifies the scope. Say whether the job is new construction, an alteration, a change of use, or a reconstruction so the sealed sheets match that classification.
Pressure seals, digital seals, and the job-site copy
N.J.A.C. 13:40-1.1 requires an impression-type seal on paper documents. A rubber-stamp facsimile is not that seal. Digital signing and sealing is allowed for Professional Engineers under N.J.A.C. 13:40-8.1A when the signature and seal are unique to the licensee, verifiable, under the licensee’s direct and exclusive control, and linked so they are invalidated if the document changes. A digitally transmitted sealed file is kept in a read-only form. DCA’s standing instruction to construction officials is that paper submissions use a pressure seal and electronic submissions use a digital seal.
Enforcing agencies must accept electronic permit applications. An electronic signature and seal may be used to issue the permit. The physical set kept at the worksite still needs the signature and seal the licensing law requires for that copy. Leave a clear area for the plan-review release stamp, and name the town’s portal.
Hudson County, the shore, and flood criteria
Hudson, Essex, and Bergen filings are often occupancy, high-rise, and alteration classifications under the Rehabilitation Subcode. Shore and back-bay towns add flood zone, design flood elevation, and wind. Put those criteria on the structural notes when the site is in a mapped flood hazard area.
Each construction official publishes submittal habits even though the code is statewide. A missing prior-approval (zoning, or a soil conservation certification when the site needs one) can hold the building permit after the engineering is complete. Note outside approvals if they are already in hand.
How to get a New Jersey set sealed
Upload the PDF plan set and calculations, and note the municipality and whether the application is on the 2024 UCC. Include the construction official’s comments on a resubmittal. Out-of-state drawings can be reviewed. The seal is applied only by a New Jersey licensee who takes responsible charge of the work.

FAQ
- Can a New York PE stamp a New Jersey project?
- No. New Jersey permit work needs an active New Jersey PE license. AllInStamp routes New Jersey jobs to New Jersey licensees, including work in municipalities that commute to New York.
- Is a scanned rubber stamp enough for an electronic New Jersey filing?
- Electronic submissions need a digital seal that is unique, verifiable, under the licensee’s exclusive control, and invalidated if the file changes. A rubber-stamp facsimile is not the impression seal the Board requires on paper, and DCA has told construction officials not to treat a faxed seal as a sealed document.
- Does an alteration follow the same code path as a new building?
- Often no. Existing-building work is reviewed under the Rehabilitation Subcode, and the construction official classifies the scope. Describe the work in the quote so the sheets match that path.
