PE stamp in Oklahoma: statewide 2024 codes and 250 mph storm shelters
Oklahoma enforces statewide minimum building codes adopted by the OUBCC, now the 2024 IBC and IRC. Engineering sheets carry an Oklahoma PE seal, signature, and date under OAC 245:15-17.

The Oklahoma State Board of Licensure for Professional Engineers and Land Surveyors licenses engineers under 59 O.S. § 475.1 et seq. Board rules require the seal, signature, and date of signing on final engineering drawings, specifications, reports, design information, and calculations whenever they are presented to a client or any public agency. The licensee seals only work done personally or under their responsible charge, and only within the areas of competence declared in the board’s records. An engineer licensed elsewhere cannot seal Oklahoma work until licensed in Oklahoma.
Typical triggers include commercial structure and foundations, tenant work that changes a load path, non-prescriptive residential framing, storm shelters, and commercial MEP. Oklahoma City’s new-commercial checklist has called for structural plans stamped by an Oklahoma-licensed engineer when a clear span exceeds 30 feet, and Tulsa lists missing professional seals and unsealed structural plans among the items that hold up approval. AllInStamp matches an Oklahoma-licensed PE and verifies the license before sealing.
OUBCC codes, Oklahoma City, Tulsa, and storm shelters
The Oklahoma Uniform Building Code Commission (OUBCC) adopts the statewide minimum codes under 59 O.S. § 1000.23. Effective September 14, 2026, those are the 2024 IBC for commercial construction and the 2024 IRC for one- and two-family dwellings and townhouses, both with Oklahoma amendments. The commission expressly chose not to adopt the 2021 editions. Cities still run their own permit offices: Oklahoma City Development Services and Tulsa Development Services each publish submittal checklists. A set drawn before the change may cite the prior edition, so confirm which code the receiving office is reviewing to.
Oklahoma’s IBC amendments make storm shelters a design issue. Group E occupancies with an occupant load of 200 or more need an ICC 500 storm shelter, with exceptions such as day care and religious-education uses accessory to places of worship. 911 call stations, emergency operations centers, and normally occupied fire, rescue, ambulance, and police stations are treated as Risk Category IV and get an ICC 500 shelter. Where a storm shelter is provided, the minimum design wind speed is 250 miles per hour for the entire state, and the shelter’s construction documents are kept inside the shelter.
The seal under OAC 245:15-17
OAC 245:15-17-1 describes two concentric circles. The inner circle carries the licensee’s name and license number as they appear on the certificate of licensure. Between the circles, “Licensed Professional Engineer” reads clockwise at the top and “Oklahoma” counter-clockwise at the bottom. Two commercial sizes are accepted: the 1-7/8-inch seal, with a 1-3/4-inch outer and 1-1/8-inch inner circle, and the 1-5/8-inch seal, with a 1-9/16-inch outer and 1-1/16-inch inner circle. A rubber stamp or electronic image is allowed if it produces an accurate, legible seal.
Under OAC 245:15-17-2 the signature and date go adjacent to or across the seal. A multi-sheet set has the responsible licensee’s seal on the title page, and each sheet is sealed and signed by the licensee responsible for it. Firm work also shows the firm name, Certificate of Authorization number, and contact information. A permit set that is not final may be sealed for AHJ review if marked NOT FOR CONSTRUCTION in large bold letters. An electronic signature must be unique, verifiable, and under the licensee’s sole control. A scanned signature needs an original handwritten date; an authenticated digital signature is dated and linked so the file can be verified as unaltered.
How to get an Oklahoma set sealed
Upload the PDF plan set and calculations, and name the city or county and the code edition the reviewer is applying. For schools, emergency facilities, or any building with a storm shelter, include the occupant count and shelter location so the ICC 500 design can be checked against the 250 mph state minimum. Out-of-state drawings can be reviewed. Board rules let an Oklahoma successor licensee take responsible charge of a design sealed elsewhere, but only after doing the professional work that supports the seal.

FAQ
- Does Oklahoma have a statewide building code?
- Yes. The OUBCC adopts statewide minimum codes. From September 14, 2026 they are the 2024 IBC and the 2024 IRC with Oklahoma amendments. Local building departments review plans and issue permits, so name the receiving office in the quote.
- What design wind speed applies to Oklahoma storm shelters?
- Oklahoma’s IBC amendment sets a minimum design wind speed of 250 miles per hour for storm shelters anywhere in the state, modifying ICC 500 Section 304.2.
- Can a PE licensed in another state stamp Oklahoma drawings?
- No. The board’s guidance is that an engineer licensed only in another state may not seal Oklahoma plans; the narrow exception is a holder of an Oklahoma temporary permit. Engineers licensed elsewhere apply for Oklahoma licensure by comity or endorsement. AllInStamp routes Oklahoma jobs to Oklahoma licensees.
