When a Georgia permit needs a PE stamp

Georgia building departments enforce the state minimum codes adopted by the Department of Community Affairs, but permitting is local. Commercial new construction and alterations, retaining walls, structural repairs, commercial pools, and commercial MEP plans are the most common Georgia PE stamping requests. Gwinnett County, for example, states that plans sealed by a Georgia registered engineer, architect, or interior designer are typically required for most commercial projects.

The engineer must be licensed in Georgia; a PE license from another state does not qualify. Seal and certificate of authorization rules are covered in our Georgia PE stamp guide; this page covers how we handle Georgia jobs by jurisdiction. AllInStamp verifies Georgia licensure before any set is stamped and notes the receiving office at intake.

PE stamping in Atlanta

Inside city limits, permits go through the Department of City Planning’s Office of Buildings. Building and trade permits are submitted online through Accela Citizen Access, except Express permits, which are taken in person. Commercial permits require stamped and sealed architectural and site plans plus the items on the applicable commercial checklist, and uploads must follow Atlanta’s plan submission file standards and naming conventions.

Since June 25, 2025, any project that may affect trees must complete an Arborist Plan Review meeting with the Office of Buildings before the application is accepted. Work at Hartsfield-Jackson needs Department of Aviation approval before plans go to the Office of Buildings. We note both at intake so a stamped set is not held up waiting on a prerequisite.

Fulton, DeKalb, Gwinnett, and Cobb

An Atlanta mailing address does not always mean City of Atlanta review. DeKalb County’s Planning and Sustainability department permits unincorporated DeKalb through ProjectDox, while projects inside DeKalb’s cities are permitted by the city. DeKalb treats everything other than single-family homes and duplexes as commercial for plan review. Unincorporated Fulton County building permits are reviewed by the Fulton County Department of Public Works.

Gwinnett County’s Building Plan Review section takes commercial and multifamily plans online through E-Services and notes that structural calculations and COMcheck energy reports may be required. In unincorporated Cobb County, commercial applications start with Community Development’s building permit office, while Marietta, Smyrna, and Austell run their own review. Enter the exact project address in the quote so the set is matched to the right office.

Savannah, Chatham County, and coastal Georgia

The City of Savannah’s Development Services Department takes building permit applications through eTRAC or in person. Commercial renovations need a signed Water and Sewer Approval Form before the application is accepted unless a site development permit is required, Historic District projects need a Certificate of Appropriateness first, and sprinkler and fire alarm work is permitted separately through the Fire Marshal.

Unincorporated Chatham County is permitted by Building Safety and Regulatory Services, which takes applications in person and not by fax or email. Projects in a flood zone also need floodplain approval from the county engineering department. Tell us if the office needs wet-stamped sets. We also cover Augusta, Columbus, Macon, Athens, and the rest of Georgia. Choose Georgia in the quote form and enter the city or county.

FAQ

Do you provide PE stamping in Atlanta?
Yes. Atlanta jobs are reviewed and stamped by a Georgia-licensed PE, with the set checked against the Office of Buildings commercial checklist and file standards, or against the county requirements if the site is outside city limits.
Can an out-of-state PE stamp Georgia plans?
No. The engineer must be licensed by the Georgia State Board of Registration for Professional Engineers and Land Surveyors. Drawings prepared elsewhere can be reviewed, but only a Georgia-licensed PE who takes responsible charge can seal them.
Will my project be reviewed by the City of Atlanta or the county?
It depends on whether the parcel is inside city limits. Many metro Atlanta addresses are in unincorporated Fulton, DeKalb, Gwinnett, or Cobb County, or in a separate city with its own building department. Give us the exact address and we match the stamped set to that office.
How do I get a Georgia PE stamp quote?
Start a new quote with Georgia selected, upload your plan set, and the tool prices it by page count right away. Add the city or county so we can match local plan review requirements.
