When an Iowa PE stamp is required

The Iowa Engineering and Land Surveying Examining Board licenses professional engineers under Iowa Code chapter 542B. Section 542B.16 requires engineering documents to be dated and to carry the signature of the licensee in responsible charge, a certification that the work was done by the licensee or under their direct personal supervision, and the licensee’s legible Iowa seal. The same section bars state agencies and local governments from approving or filing an engineering document that does not comply, so an unsealed or out-of-state sheet stops the permit.

Typical triggers include commercial structure, tenant work that changes a load path, non-prescriptive residential structural work, and commercial MEP and fire protection. The Building Code Bureau refers designers to the Architectural/Engineering Combined Matrix in the Iowa Building Code Official’s Handbook to decide when an architect or engineer is required. AllInStamp matches an Iowa-licensed PE and verifies the license before sealing.

Building Code Bureau review and local enforcement

The state building code, administered by the Building Code Bureau in the Department of Inspections, Appeals, and Licensing (DIAL), adopts the 2024 IBC, 2024 IRC, and 2024 IEBC with Iowa amendments. It applies to state-owned and state-financed construction and in local jurisdictions that adopt it by ordinance. Des Moines, Cedar Rapids, Davenport, Iowa City, Sioux City, and many other cities, plus Polk, Linn, Johnson, Scott, Bremer, and Pottawattamie counties, run their own building code enforcement and take plan review locally.

Some projects go to the Building Code Bureau regardless of local enforcement: adult day service, assisted living, residential care, and elder group home facilities; state-owned buildings; new buildings with state funding; and licensed health care facilities. K-12 schools, college buildings, child care for seven or more children, correctional facilities, and gaming facilities also go to the bureau unless an approved local department reviews them. The bureau requires signed and sealed 100% construction sets and rejects plans marked preliminary or not for construction, on paper or digital submittals.

The seal and certification block under 481—1050.1

Iowa Code § 542B.16 calls for a seal with the licensee’s name, Iowa license number, and the words “Professional Engineer.” The rule allows the word “licensed” but not “registered” or “registrant,” and permits computer-generated seals on final original documents. The certification block appears on the first page or an attached cover sheet and reads: “I hereby certify that this engineering document was prepared by me or under my direct personal supervision and that I am a duly licensed Professional Engineer under the laws of the State of Iowa.” It then lists the signature, date, printed name, license number, renewal date, and pages or sheets covered.

Each contributing consultant gets a block, or the cover includes a table showing where each block is, so the combined blocks cover the whole submission. Except for the original signature and handwritten date in contrasting ink, block information is typed or legibly printed. Revisions are identified on a certification block with seals applied. A nonfinal submission is labeled “preliminary” or “draft.” An electronic signature under Iowa Code chapter 554D qualifies if a security procedure, such as digital signature technology, verifies the signer and detects changes made after signing.

How to get an Iowa set sealed

Upload the PDF plan set and calculations, name the city or county, and say whether the project type sends it to the Building Code Bureau. List the sheets each engineer covers so the certification blocks can be completed correctly. For bureau submittals, plan on a complete construction set rather than a preliminary one. Out-of-state drawings can be reviewed. The seal and certification are applied only by an Iowa licensee in responsible charge of the work.

FAQ

What does an Iowa engineering certification block include?
The certification statement, the licensee’s seal, signature, and date, printed name, license number, license renewal date, and the pages or sheets the seal covers. It goes on the first page or an attached cover sheet.
Which Iowa projects go to the state Building Code Bureau?
Assisted living, residential care, adult day service, and elder group home facilities, state-owned buildings, new state-funded buildings, and licensed health care facilities go to the bureau regardless of local enforcement. Schools, colleges, larger child care facilities, correctional facilities, and gaming facilities go there unless an approved local department reviews them.
Can a PE licensed in another state stamp Iowa drawings?
No. Iowa Code § 542B.16 calls for the licensee’s Iowa seal, and public agencies may not approve documents that do not comply. Engineers licensed elsewhere apply to the Iowa board for an Iowa license. AllInStamp routes Iowa jobs to Iowa licensees.
