When an Arizona permit needs a PE stamp
Arizona cities and counties ask for an Arizona-registered PE seal on commercial structural work, tenant improvements that change structure or life safety, non-prescriptive residential foundations, retaining walls, MEP plans, and rooftop solar that adds significant load. Common requests include custom homes and additions, post-tensioned slab reviews, shade structures and carports, commercial upfits, and PV structural letters.
Engineers are registered by the Arizona State Board of Technical Registration, and a license from another state does not qualify. AllInStamp verifies Arizona registration before stamping. The Board’s seal rules, including the registration expiration date under the seal, are covered in our Arizona PE stamping guide.
PE stamping in Phoenix and Maricopa County
The City of Phoenix Planning & Development Department moved new applications to its SHAPE PHX portal, which has handled new commercial plan review since April 27, 2026, alongside residential and photovoltaic permits. Phoenix adopted the 2024 Phoenix Building Construction Code effective August 1, 2025, and plans submitted after December 31, 2025 must comply with it. SHAPE PHX submittals must be unlocked PDFs, consolidated by discipline, on accepted sheet sizes.
Unincorporated Maricopa County is reviewed by the county Planning and Development Department through Permit Center, not by a city. Tell us the exact address so the engineer reviews against the right code and the stamped set is formatted for the right portal.
Tucson, Pima County, Scottsdale, Mesa, and Chandler
Tucson takes permit applications through TDC Online. Pima County requires electronic building submittals through its Development Services Permit Gateway and has used the 2024 building codes with county amendments since January 1, 2026. Scottsdale moved to its SPUR portal in January 2026 and wants plans as a single PDF in sheet-index order. Mesa adopted the 2024 ICC codes and the 2023 National Electrical Code effective January 8, 2026.
Chandler, Gilbert, Tempe, Glendale, Flagstaff, and the rest of Arizona each run their own plan review with local amendments, and neighboring cities do not always adopt a new code edition on the same date. If your city is not listed, choose Arizona in the quote form and enter the city or county so the engineer reviews against the edition that office is enforcing.
Solar PV structural review in Arizona
Rooftop solar is one of the most common Arizona stamping requests. On Phoenix residential PV permits, a structural analysis of the existing roof is required when the system weight exceeds 5 psf, and the plans have to show the existing framing size, type, and spacing, roof pitch, roof covering, panel weight, and mounting details. Small systems that meet the SolarAPP eligibility limits, including no more than 4 psf of dead load, can use that automated path instead.
For new PV on existing building roofs, Phoenix technical guidance calls for dimensioned drawings under the seal of the design professional who verifies the existing roof framing. Upload the roof framing information, module and racking specs, and any existing plans so the engineer can check the roof without a site guess.
FAQ
- Do you provide PE stamping for Phoenix permits?
- Yes. Phoenix jobs are reviewed and stamped by an Arizona-registered PE, with the set checked against the 2024 Phoenix Building Construction Code and prepared for SHAPE PHX electronic plan review.
- Can an out-of-state PE stamp Arizona plans?
- No. Arizona requires the engineer to be registered with the Arizona State Board of Technical Registration. AllInStamp only routes Arizona projects to Arizona-registered engineers.
- Do you stamp solar structural letters in Arizona?
- Yes. We review existing roof framing for rooftop PV and stamp structural letters and calculations for Phoenix, Tucson, and the other Arizona jurisdictions. Include the module weight, racking, and roof framing details with your upload.
- How do I get an Arizona PE stamp quote?
- Start a new quote with Arizona selected, upload your plan set, and the tool prices it by page count right away. Add the city or county so we can match that department’s code edition and portal.
