PE stamp in Missouri: local codes and the 1-3/4-inch seal
Missouri has no single statewide building code. Cities adopt their own. Final engineering sheets carry a Missouri PE seal, signature, and the date the sheet was sealed.

The Board of Architects, Professional Engineers, Professional Land Surveyors, and Professional Landscape Architects licenses Professional Engineers. Missouri does not adopt one building code for every city. Kansas City, St. Louis, St. Louis County, Springfield, Columbia, and other jurisdictions adopt and amend ICC codes on their own schedules. The project address controls both the license and the code edition. An out-of-state PE cannot seal a Missouri permit set.
Typical triggers include commercial structure, tenant work that changes a load path, non-prescriptive residential structural work, and MEP the city will not accept unsigned. AllInStamp matches a Missouri-licensed PE and verifies the license before sealing.
Kansas City, St. Louis, and floodplain certifications
Kansas City construction documents include a written design certification for each discipline: the designer’s name, signature, Missouri registration number, and telephone number, stating that the documents conform to the city code and zoning ordinance. Buildings in a mapped regulatory floodplain add floor elevations and, where floodproofing is used, a certification by a Missouri-registered PE or architect that the methods resist the flood depths, pressures, and uplift. St. Louis and St. Louis County publish their own e-plan checklists and adopted editions. Name the city or county. A Kansas City filing is not a St. Louis filing.
Unincorporated counties may have little or no building-permit review and still require sealed engineering for a recorded plat, a floodplain permit, or a fire district. Say which office will receive the set.
The seal under 20 CSR 2030-3.060
The seal is 1-3/4 inches in diameter, two concentric circles, with “State of Missouri” above and “Professional Engineer” below, in roman capitals. Inside is the licensee’s name and the license number preceded by “PE.” A PE licensed before January 1, 2002 may still use a seal that reads “Registered Professional Engineer” and uses the letter E before the number. The seal may be embossed, a rubber stamp, or a computer-generated image of that same design.
The licensee signs and dates each sheet of final technical submissions — drawings, specifications, reports, and certifications — with the date the document was originally sealed. Work is prepared by the licensee or under the licensee’s immediate personal supervision. When an electronic file is sent in its native format, such as CAD, Revit, Word, or Excel, the signature is a digital signature unique to the licensee, under the licensee’s sole control, capable of verification, and invalidated if the file changes. A sheet marked preliminary is not a final technical submission.
How to get a Missouri set sealed
Upload the PDF plan set and calculations, and note the city or county and the code edition that office has adopted. Include geotechnical criteria and any floodplain elevation the design used. Out-of-state drawings can be reviewed. The seal is applied only by a Missouri licensee in immediate personal supervision of the work.

FAQ
- Does Missouri have one statewide building code?
- No. Each city and county that requires permits adopts its own code. Put the receiving department in the quote so the sheets cite the edition that office enforces.
- What belongs on a Kansas City design certification?
- The city asks for a written certification, by discipline, with the designer’s name, signature, Missouri registration number, and telephone number, stating conformance with the building code and zoning ordinance.
- Can a PE licensed in another state stamp Missouri drawings?
- No. Missouri permit work that requires a professional engineer is sealed by a Missouri licensee. AllInStamp routes Missouri jobs to Missouri licensees.
