PE stamp in New York: NYC DOB vs upstate building departments
New York State PE licensure is required statewide, but NYC Department of Buildings filings are a different process from upstate municipal permits.

Start new quoteWhen a New York PE stamp is required
The New York State Education Department licenses Professional Engineers who may practice in New York. Building permits for structural, fire protection, and many MEP alterations typically require sealed documents from a New York PE or registered architect. NYC enforces the NYC Construction Codes and DOB filing procedures, which differ from many upstate jurisdictions, and many NYC jobs also carry special inspection requirements.
Upstate cities and towns (Buffalo, Rochester, Albany, Syracuse, and smaller municipalities) generally use the New York State Uniform Code with local procedures. The PE license is still a New York license either way—the filing portal is what changes.
NYC DOB vs rest of state
NYC work may use professional certification or standard plan examination through DOB NOW, depending on project type. Job types and work types in DOB NOW, along with facade, sidewalk-shed, and structural filings, each have specific drawing requirements. If the project is in the five boroughs, put “NYC” and the borough in the project address so we do not treat it as a simple upstate building-department stamp.
Special inspections are a separate registered design professional obligation in NYC. A drawing stamp does not automatically include special-inspection services unless scoped.
Upstate and suburban AHJs
Westchester, Long Island, and upstate departments still want sealed drawings, energy code forms (ECCCNYS), and sometimes county health or highway sign-offs. Sheet sizes, stamp placement, and wet vs digital preferences vary. Tell us the receiving town so the engineer follows that office’s habit.
Cleaner New York submittals
Use a sheet index that matches the filing list. Identify occupancy, construction classification, and whether the job is a new building, alteration, or demolition. Attach prior objections if this is a resubmittal.

FAQ
- Is a New York PE enough for NYC DOB?
- The PE must be licensed in New York. NYC also has filing, insurance, and sometimes special-inspection registration requirements. Describe NYC vs upstate in the quote so we scope the right deliverable.
- Do you wet-stamp or digitally sign New York sets?
- We support the workflow the AHJ will accept. Many departments take digitally signed PDFs; some still want wet seals on close-out or original tracings. Note the department in your quote.
- Can you help after DOB objections?
- Yes. Upload the objection letter with the drawings. Comment responses related to our seal scope are handled promptly; material redesign may be requoted.
