PE stamp in Wyoming: State Fire Marshal review and the signed seal

When a Wyoming PE stamp is required

The Wyoming Board of Professional Engineers and Professional Land Surveyors licenses engineers under Title 33, Chapter 29 of the Wyoming Statutes. W.S. 33-29-801 requires the licensee’s seal on engineering documents, and the board’s rules require the signature and date over it. The project address controls the license: an out-of-state PE cannot seal a Cheyenne, Casper, or Gillette permit set.

Typical triggers include commercial structure, schools and public buildings, tenant work that changes a load path, fire protection systems, above-ground storage tanks, and MEP the reviewer will not accept unsigned. Energy, mining, and industrial sites add foundations, equipment supports, and process structures that need engineering. AllInStamp matches a Wyoming-licensed PE and verifies the license before sealing.

State Fire Marshal plan review and local building departments

Wyoming has no single building department for all private construction. The Department of Fire Prevention and Electrical Safety, led by the State Fire Marshal, requires plan review under W.S. 35-9-108 for government buildings, schools, buildings over 5,000 square feet with public access, child care centers for more than 10 children, multi-story buildings, and places of assembly. Remodels of those buildings valued at $40,000 or more, fire protection systems, kitchen hoods, and storage tanks are also reviewed. Submittals filed since June 28, 2024 follow the 2024 IBC, IFC, IMC, IFGC, and IEBC and the 2026 NEC.

The state delegates plan review, permits, and inspections to municipalities and counties that apply to enforce the codes, and those local codes must be at least as stringent as the state’s. Cheyenne’s Building Safety division, for example, takes submittals through its own online portal and forwards fire protection plans to the fire department. The department publishes a chart of local and state jurisdictions. Name the city or county so the set goes to the right reviewer.

The seal under the board’s Chapter 5 rules

The seal is a crimp seal or rubber stamp of two concentric circles, 1-3/4 inches outside and 1-1/4 inches inside. “Professional Engineer” runs across the top of the ring and “Wyoming” across the bottom. The inner circle holds the licensee’s name, license number, and the word “Date.” Seals authorized before July 1, 2013 may still be used. An electronically generated seal is acceptable if it follows the same design and carries the licensee’s signature and date.

On a multi-sheet document, the title page or first page of the licensee’s work is sealed, signed, and dated by the licensee who supervised it. The seal must be legible, with the signature and date of signing superimposed over it. A digital signature is allowed if it is unique to the licensee, verifiable, under the licensee’s sole control, and invalidated if the document changes. A scanned signature may be used if it is accompanied by the date of signature.

How to get a Wyoming set sealed

Upload the PDF plan set and calculations, name the city or county, and say whether the job goes to State Fire Marshal plan review. Note the occupancy, floor area, and the code edition the receiving office enforces, and include the snow load and geotechnical criteria the design used. Out-of-state drawings can be reviewed. The board prohibits sealing work after the fact without a thorough technical review, and the seal is applied only by a Wyoming licensee who has reviewed the work.

FAQ

Which Wyoming projects need State Fire Marshal plan review?
Under W.S. 35-9-108, government buildings, schools, public-access buildings over 5,000 square feet, multi-story buildings, assembly occupancies, larger child care centers, and fire protection systems, among others, unless a local jurisdiction has taken over review.
Does Wyoming accept digital PE seals?
Yes. An electronic image of the seal, signature, and date may be used on electronic submittals, and a digital signature must be unique, verifiable, under the licensee’s sole control, and invalidated if the file changes.
Can a PE licensed in another state stamp Wyoming drawings?
No. Wyoming permit work is sealed by a Wyoming licensee. Engineers licensed elsewhere apply to the board for licensure on the basis of comity. AllInStamp routes Wyoming jobs to Wyoming licensees.
