Digital PE stamp vs wet stamp
Most permit portals take a digitally sealed PDF. Some departments still want ink on paper. Here is how to tell before you upload.

Online PE stampingWhat a digital PE stamp is
A digital PE stamp is the engineer’s seal and signature applied to a PDF under that state board’s rules for electronic seals. It is not a JPEG of a rubber stamp pasted onto the sheet. Boards typically require a secure digital signature tied to the licensee, a date, and the seal on the sheets that carry engineering work.
Online permit portals are built for that file. Los Angeles, Houston, Miami-Dade, and most large departments accept electronically sealed PDFs at intake, which is why online PE stamping can go from upload to submittal without a courier.
When you still need a wet stamp
Smaller departments, some close-out packages, and a few state agencies still ask for a wet stamp and an original signature on paper or Mylar. The submittal checklist says so. If it says “original signature” or “raised seal,” a portal PDF will be rejected no matter how complete the engineering is.
Tell us at intake. The review is the same. Only the way the seal is issued changes. Guessing wrong costs a resubmittal cycle, so the checklist is worth reading before you upload.
How to choose before the review starts
Open the building department’s submittal checklist and search for seal, stamp, or signature. If the portal’s own instructions say digitally signed PDFs are accepted, that is the format to request. If the checklist is silent, call the permit technician and ask whether an electronic seal is accepted for your permit type. Write the answer in the quote notes.
State board rules and AHJ rules are different layers. The board decides how a licensee may seal electronically. The building department decides what it will file. Both have to be satisfied, and online PE stamping can meet either one when the format is chosen up front.
FAQ
- Will a scanned wet stamp work in an online portal?
- Usually not. A scan of an ink stamp fails the digital-signature check many portals run. If the department accepts electronic seals, the PDF needs a real digital signature, not a picture of one.
- Can the same review be issued both ways?
- Yes. If one agency wants a PDF and another wants paper, say so at intake and both can be issued from the same review.

Upload the drawings, a PE licensed in the project state reviews them, and you get a sealed PDF for the permit portal. Here is each step.
- Is online PE stamping legal?
Remote review is allowed. What state boards prohibit is sealing work the engineer never took responsible charge of.

Purchased or drafted house plans still need a state-licensed PE when the building department asks for engineered sheets. The review can be done online.
